Project Overview
PDX 2045 will set the course for PDX for the next 20 years.
PDX 2045 is Portland International Airport’s (PDX) Master Plan update. The project will develop a roadmap for providing the space and facilities to serve travelers from around the world as well as neighbors, local travelers, airport employees, and businesses that operate at or rely on PDX.
Updating the PDX Master Plan involves forecasting future needs, comparing those needs to current capacity, and analyzing alternatives to best meet the Port’s commitment to sustainability, resilience, and shared prosperity. PDX 2045 will help the Port prepare for emerging opportunities and trends in the aviation industry while also exploring ways that PDX can benefit those who live and work here.


How is PDX 2045 different?
PDX 2045 will build on PDX’s 2010 master plan, Airport Futures, but will incorporate new forecasts of travelers, cargo, and flights that look out to 2045. PDX 2045 will also apply an increased focus on equity and resilience. The plan will be the one of the first airport master plans in the United States to incorporate shared prosperity as one of its primary guiding principles.
As the plan will guide physical development at the PDX property on the Columbia River, it will reflect the context and history of the site and the Port’s Strategic Plan. Other important references include:


Project schedule
PDX 2045 is moving through a series of phases in the planning process. These include establishing a vision that is consistent with the Port’s Strategic Plan, forecasting future needs for travelers and aircraft, developing and evaluating alternatives to accommodate those needs, and finalizing a recommended development alternative that will guide PDX into the future. Through this process, the public will have opportunities to follow our progress and provide input. The entire project, which began in 2023, is expected to be completed over three years. The working project schedule outlined below is subject to change.
Phase 1: Information Gathering and Project Start-Up
Late 2023 – Mid 2024- Collect data to understand existing conditions and set the foundation for the master plan.
Phase 2: Needs and Impact Analysis (Current Phase)
Mid 2024 – Early 2025- Engage with stakeholders and assess potential needs.
Phase 3: Developing Solutions
Late 2024 – Mid 2025- Develop and refine alternatives for the future of PDX and seek public input on potential solutions.
Phase 4: Finalizing the Plan
Mid 2025 – Early 2026- Finalize recommended solutions, follow-up with stakeholders and the community, develop an implementation plan, and seek approvals to move forward.
